Season lamb chops with salt, pepper, and dried thyme. Add olive oil to pan and heat until almost smokey. Place the lamb and garlic into the pan and reduce the heat to medium. Cook the lamb on both sides for about 3 minutes. Transfer lamb onto a plate and leave the garlic in the pan.
Add water, lemon juice, parsley, and fresh thyme into the pan. Scrape the brown bits stuck on the bottom and let sizzle for about 1 minute. Pour the sauce over the lamb chops and serve.
